Opening a shop in the Netherlands

• Hello, I've been thinking about moving to the Netherlands(Amsterdam or Rotterdam). I would like to open a little costume jewellery stand in a famous market located at Rotterdam (if i'm not wrong...maybe it's Amsterdam)
  I don't speak any Dutch. Only speak English, Spanish, French, and some German.
  What should I do to open it?(Who should I get in contact, do i need any license, is it possible to do without speakind Dutch..??)
