transfer of visa

• hi, my sister is working before in dubai, but after 10 months of service, she had resigned, and signed a cancellation letter but when she went home her visa is not yet canceled. Now, she wants to get back there, is it possible for her to work for another employer? pLS advice a.s.a.p. thanks
